Written in the open-source Ruby programming language, Adhearsion gets a shout out from O'Reilly as the Next Big Thing for developing VoIP apps on top of Digium's Asterisk platform. If you need to write a Voice 2.0 app and haven't worked with VoIP before, you can either write your own app from scratch without a lot of mumbo-jumbo or find a pre-written app to download. There are also a wide and growing set of features, so one doesn't have to reinvent the wheel or waste endless hours programming, due to the ability to easily swap code.
