MagicJack blocking VoIP calls to rural areas?

MagicJack, the low-cost VoIP carrier offered by VocalTec, apparently is skirting terminating access charges to carriers serving rural customers by not putting calls through. In fact, the service includes an explanation in its FAQ section as to why some calls don't go through, saying "Some restrictions in cost prohibitive areas may apply." The practice was brought to the attention of the FCC by a number of rural carrier associations.  Article
