The role of the Federal Communications Commission (FCC) in the transition to IP-based networks divides the telecom industry, according to comments received in response to petitions filed by AT&T (NYSE: T) and the National Telecommunications Cooperative Association (NTCA). The AT&T petition calls for the FCC to conduct trials of IP-based networks as the first step toward this transition; the NTCA petition asks for the FCC to offer regulatory relief designed to encourage the transition to an IP-based infrastructure. Read more
