VoIP phone systems allow users to make calls using LAN or WAN networks connections rather than telephone lines or cell towers/satellites by turning analog audio signals into transmittable digital data. Skype is one of the most well-known VoIP phone systems.
Because VoIP phone systems can be considered information-based rather than telecommunications-based, they have so far been exempt from the fees the FCC levies on carriers that use physical systems to transfer signals (calls).  Carriers such as Verizon and AT&T, competitors of VoIP phone systems, would like to see internet services subjected to the same costs as they are.
While it is possible that VoIP phone systems will eventually overtake much of the landline phone market, there are still issues. Problems with VoIP phone systems include the assurance of security; spyware can potentially intercept and record phone calls.
